The Conseil Québécois des Ressources Humaines en Tourisme (CQRHT) is looking for a solution that will enable the sharing of human resources between employers in Quebec’s tourism industry.

The proposed solution will offer a technological tool dedicated to sharing human resources between tourism companies. This technological tool will meet three needs:

  • Seasonal companies with complementary operating seasons;
  • Part-time workers wishing to work full-time;
  • Companies with more sustained one-off needs or quieter periods.

The selected company will obtain :

  • 150,000 to develop the solution;
  • Access to expertise as needed (lawyers, accountants, etc.);
  • Personalized support and coordination with tourism businesses duringthe pilot project, by MT Lab and CQRHT;
  • An opportunity to collaborate with players in the tourism industry.

Questions and answers on the CQRHT Call for Solutions
1- In connection with the CQRHT’s exclusive license in Quebec, can we think of selling the solution outside Quebec or to other Quebec business sectors?

A. Yes, the tourism industries of other Canadian provinces and other sectors of activity in Quebec could be potential prospects for you.

2. If we already have customers in the tourism industry, how will this work?
R. Customers for your existing solution will remain your customers, while CQRHT will oversee the industry-wide project for the new sharing solution.
3. Can we include resource sharing with sectors other than tourism?
R. The first phase of the project does not cover this aspect, but you can indicate your intentions for subsequent phases in your proposal. This will give the selection committee a good idea of your capabilities and vision.
4. If we estimate that the project will cost more than $150,000, what do we do?
R. Demonstrate what you’re capable of achieving, what goals you’ll be able to reach within the $150,000, and outline the other levels required to meet all needs.
5. What happens if we are unable to complete the pilot project on the dates indicated?
R. Propose your timeline and present how this new pilot project will meet the needs of this call.
6. Can we charge user fees during the pilot project?
R. No, these costs are covered by the $150,000 financing.
7. What type of financing does the $150,000 represent?
R. The funding comes from the Ministry of Tourism’s MT Lab fund. It is therefore government funding.

Conditions of participation

Any company registered with the Quebec Enterprise Register, in operation for more than one year and with fewer than 50 employees.

Criteria to be met :

  • You will have to associate the use of an exclusive license to CQRHT for the tourism industry in Quebec during the pilot project, and afterwards.

  • You will describe the protocol for guaranteeing the confidentiality of the data created and its ownership, in compliance with current standards.
  • Explain how this solution will work over several years.
  • You will provide a price list for using the solution once the pilot project has been completed.

Call for solutions framework

What your proposal should include

  • Development and implementation of your solution;
  • Implementation and deployment of the pilot project integrating your solution starting in the fall of 2022, followed by a 6-month operating period, with 20 companies in the tourism industry, located in three (3) tourist regions of Quebec;
  • Management of technical support for users (working hours) and system maintenance for 6 months.

What we exclude from this call

  • Remuneration and financial transactions between employers and/or employees;
  • Employment contracts;
  • The possibility for people working in the tourism industry without an employer to create a user profile.

Fundamental aspects

An anti-tapping agreement will have to be accepted by all users to secure contractual agreements.

From the employer’s point of view: employers will be able to connect with other employers (users) to share their employees’ availability and profiles. This information will be finalized and validated with the employee. The same employer will also be able to send offers of time slots to be filled within his company to resources qualified for the position and available at that time slot.

From the employee’s point of view: he will validate with his main employer the information and availabilities posted on the platform. They can also add and modify their additional qualifications and availability, which will then be validated by their employer. They will receive job offers from employers matching their qualifications and availability. Through this platform, the employee will receive offers in line with his or her salary expectations. This information will not be visible to other employers.

From a governance point of view : create reports, manage the monitoring of performance indicators and user profiles, while respecting labor standards and the protection of personal data.

Selection criteria

The company will be chosen by a committee of independent MT Lab experts on the basis of the following criteria:

  • Ability of the solution to meet your needs;
  • Respect the given schedule;
  • Viability of the company’s business model and proposed solution;
  • Demonstration of the distribution of funding available for the complete pilot project;
  • Projected human and material resource requirements for the project;
  • Demonstrate the operational sustainability of the solution.

Key dates

  • July 7 – Launch of call for solutions
  • July 21 – Public information session
  • August 15 – Application deadline
  • August 21 to August 28 – Selection jury
  • September 6 – Winner announced
  • Mid-September – Support begins

Case study

A tourist attraction doesn’t have enough traffic to justify full-time employment for its employees, but a restaurant a few kilometers away needs to fill one or more temporary shifts. The solution to be developed puts them in touch with other tourist establishments to share their human resources, according to employees’ qualifications and availability.

The call for solutions in collaboration with CQRHT is part of the Tourism Innovation Program, a program managed by MT Lab and set up with the financial support of the Ministry of Tourism.
